As two key players in the global energy sector, Germany and the UAE recognize that climate change is one of the defining challenges of our time. Solving today’s complex energy and environmental issues requires international cooperation — and that’s exactly what their Energy and Climate Partnership aims to support.

Together, Germany and the UAE are advancing solutions that align with UAE sustainability goals and the broader push for environmental sustainability in the UAE. Their collaboration encourages investment in clean energy initiatives, research, and policy development — all of which contribute to long-term energy security and more resilient global climate action.

Driving Sustainability in the UAE: Partnership Goals

At the heart of this partnership is a shared vision for a cleaner energy future. Germany and the UAE are committed to reducing CO₂ emissions, supporting UAE renewable energy projects, and accelerating the development of sustainable technologies.

Key focus areas include:

  • Hydrogen development – Scaling the production, export, and use of green hydrogen, a critical part of innovation in sustainability in the UAE.
  • Decarbonization – Cutting emissions across industry, power generation, and sustainable transport in the UAE.
  • Renewable energy – Investing in solar and wind power, strengthening the foundation for renewable energy in the UAE.
  • Energy efficiency – Developing technologies that reduce waste and support UAE clean energy initiatives.

This partnership aligns with international frameworks such as the Paris Agreement and the United Nations Sustainable Development Goals — while also supporting national strategies like the UAE National Climate Change Plan and UAE Vision 2021 sustainability targets.

Hydrogen Development: A Core Pillar of Cooperation

One of the key focus areas of the Energy and Climate Partnership is the expansion of green hydrogen. Germany brings advanced hydrogen technologies, while the UAE offers ideal conditions for large-scale production — including abundant solar resources and space for renewable energy in the UAE.

From Vision to Action: Green Hydrogen and the Path to Decarbonization

In 2022, the UAE delivered its first shipment of hydrogen to Germany — a major milestone toward a stable hydrogen supply chain. The shipment included blue ammonia, an efficient hydrogen carrier. Both countries continue to invest in the full hydrogen value chain: production, transport, and industrial use — with a clear focus on green hydrogen made using renewable energy in the UAE.

To support this shift, Germany and the UAE are also working on hydrogen fueling stations, improved storage solutions, and more efficient transport infrastructure. These efforts are key to integrating hydrogen into power generation, industry, and sustainable transport in the UAE.

This kind of cross-border collaboration directly supports UAE clean energy initiatives, enhances energy sustainability in the UAE, and moves both countries closer to their long-term climate and sustainability goals.

Decarbonization and Emissions Reduction: Ambitious Goals, Practical Steps

Germany and the UAE have both set bold climate targets. The UAE aims for net-zero emissions by 2050, while Germany plans to reach this goal by 2045. Their Energy and Climate Partnership plays a critical role in helping both nations implement real, effective strategies for reducing CO₂ emissions and promoting UAE sustainable development.

Key actions include:

  • Carbon pricing – Creating incentives for businesses to lower their carbon footprint.
  • Carbon capture and storage (CCS) – Developing technologies to reduce industrial emissions.
  • Industrial decarbonization – Cutting emissions in manufacturing, transport, and aviation.

These initiatives align with global agreements like the Paris Climate Accord, while also contributing to economic growth and corporate sustainability in the UAE. They represent a shared commitment to meaningful, results-driven climate action.

Scaling Up Renewable Energy: A Shared Priority

Both Germany and the UAE are investing heavily in renewable energy. With over 2,200 kWh/m² of solar radiation annually, the UAE is one of the most promising locations worldwide for solar power. Germany, meanwhile, has led the way in solar and wind technology development for decades.

By combining their strengths, the two countries are accelerating the global energy transition and supporting UAE renewable energy projects that are central to UAE sustainability goals.

Key initiatives include:

  • Development of large-scale solar and wind farms in both countries
  • Joint research into new energy storage technologies
  • Partnerships with major players such as Masdar and Siemens Energy to advance green technology

These projects not only reflect the future of sustainability in the UAE, but also contribute to UAE sustainability reports, showcase innovation in sustainability, and support practical progress toward the UAE National Climate Change Plan.

Energy Efficiency and Innovation

Powering Sustainable Progress

Improving energy efficiency is another core priority of the Energy and Climate Partnership. Germany and the UAE are jointly working on smart grids, AI-powered energy management systems, and advanced storage solutions to reduce energy loss and make power systems more sustainable.

Examples of innovative projects include:

  • AI-based energy monitoring for industrial companies
  • Smart buildings with low energy consumption
  • New battery technologies for storing renewable energy in the UAE

Commitment at COP28: Advancing Climate Action Together

At COP28 in the UAE, both countries reaffirmed their commitment to clean energy and climate protection. They agreed to expand hydrogen trade, accelerate decarbonization, and strengthen public-private partnerships for green energy projects in the UAE.

Several German and Emirati companies signed cooperation agreements focused on UAE renewable energy projects, highlighting strong momentum behind corporate sustainability in the UAE.

Scaling Investments in Renewable Energy

The UAE and Germany continue to make major investments in renewable energy.

  • The UAE’s ADNOC launched an $80 billion fund to accelerate UAE clean energy initiatives.
  • Germany is investing billions through its National Hydrogen Strategy to integrate hydrogen into industry, power generation, and sustainable transport in the UAE.

These actions support both countries’ long-term climate strategies and reinforce UAE sustainability goals and UAE environmental regulations.

Building a Hydrogen Value Chain

Following the first successful hydrogen shipment from the UAE to Germany, both countries are now focused on developing a complete hydrogen value chain — from production facilities and export infrastructure to fueling stations.

This system will help scale up the use of hydrogen across sectors like industry, transport, and energy, supporting the broader vision for environmental sustainability in the UAE.

Looking Ahead: A Shared Green Future

Germany and the UAE are committed to expanding their Energy and Climate Partnership even further.

Planned next steps include:

  • Expanding hydrogen infrastructure — scaling production and export capacity
  • Promoting research and innovation — developing next-generation clean energy technologies
  • Strengthening climate policy — advancing carbon pricing and emission reduction strategies
  • Decarbonizing key industries — introducing low-carbon solutions for manufacturing, transport, and aviation

Both countries are also exploring synthetic fuels, battery storage, and cross-border energy trade. By closely aligning UAE sustainability policies with scientific and private sector expertise, Germany and the UAE are helping shape a greener, more resilient, and more sustainable future in the UAE — one grounded in innovation, collaboration, and long-term impact.
