Oman – A Hub for Economic Diversification and Strategic Partnerships
Oman’s Vision 2040 aims for profound economic diversification and the strengthening of non-oil sectors. Key priorities include sustainable development, the modernization of state-owned enterprises, digitalization, and the promotion of private sector growth. Oman is strategically positioning itself as a logistics hub between Asia, Africa, and Europe – particularly through infrastructure projects such as the development of the port in Duqm and the railway connection between Sohar and Al Wathba.
These developments open concrete opportunities for German companies – for example in the implementation of environmental and energy technologies, mechanical engineering, or digital transformation. The growing demand for high-quality solutions in areas such as industrial automation, water management, education, and medical technology presents further pote
Economy and Key Economic Indicators
For 2025, Oman’s Gross Domestic Product (GDP) is expected to reach approximately USD 102.4 billion. Economic growth is primarily driven by developments in logistics, manufacturing, tourism, and renewable energy. The government is consistently pursuing its fiscal consolidation strategy, which has led to a significant reduction in public debt.
Economic stability is further supported by high oil prices and strong reform momentum. While oil production increased only slightly by 0.4% in 2024, non-oil activities grew significantly more – highlighting the shift towards a broader, future-oriented economic model.

Bilateral Economic Relations between Germany and Oman
From an economic perspective, Oman is becoming increasingly attractive for German companies, particularly those seeking to expand in the field of green energy. Significant investments and the country’s strategic location as a logistics hub play a central role in this development.
German exports to Oman, which had declined during the COVID-19 pandemic, rose from EUR 612.2 million in 2021 to EUR 819.8 million in 2023. Machinery and highly advanced technologies account for the largest share of exports, underscoring Germany’s reputation as an export nation for high-quality products.
At the same time, German imports from Oman have nearly quintupled – from EUR 152.6 million in 2021 to EUR 514.3 million in 2023. This led to a reduction in the trade surplus from EUR 459.5 million to EUR 305.5 million. Crude oil accounts for the largest share of imported goods at 57.5%, followed by petrochemical products at 26.9%.

Business Opportunities for German Companies
Renewable Energy & Green Technologies
Oman is heavily investing in its energy transition. Large-scale projects in green hydrogen, solar technology, and wind power offer strong potential for German providers of energy solutions, plant engineering, and infrastructure.
Logistics & Infrastructure
As a core element of Oman’s economic transformation, the country is positioning itself as a logistics hub. Investments in ports, rail connections, storage facilities, and customs clearance systems create opportunities in transport, automation, and IT.
Industry & Manufacturing
The expansion of the manufacturing sector—particularly in chemicals, construction materials, and metal processing—opens doors for German machinery and plant manufacturers as well as suppliers of process technology.
Digitalization & Innovation
The digital transformation is being actively promoted by the government, especially in education, healthcare, and public administration. German companies can contribute their expertise in e-government, smart cities, and Industry 4.0.
Tourism & Cultural Industries
With its diverse landscapes and expanding hotel and leisure infrastructure, Oman is aiming to develop a sustainable, high-quality tourism sector. Investments in infrastructure, services, and training also create opportunities for collaboration.
Reform Agenda and Strategic Direction
As part of Vision 2040, the government is pushing forward with comprehensive structural reforms. These include increasing labor market flexibility, promoting female employment, reforming state-owned enterprises (SOEs), improving the overall business environment, and expanding digitalization in a targeted manner.
At the same time, Oman is pursuing ambitious environmental and climate goals, further driving demand for green technologies. The implementation of these reforms aims to foster strong, sustainable, and employment-generating growth in the private sector.
However, external risks remain: global economic uncertainty, oil price volatility, inflation, supply chain disruptions, and climate-related events could impact the reform trajectory. On the positive side, accelerated project implementation and higher-than-expected revenues from the energy sector could support the reform momentum.
